Do these take effect with the current working version on Newgrounds? Or is this only the Patreon release?

None actually, it is to mostly to keep track of the progress made and announce what will be coming in the next version. Since they are mostly bug fix and little implements, they don't actually always change gameplay significantly, so doing a release or editing the last release each time would be time consuming for not a lot of progress. Note though that patrons get access to the versions a couple weeks earlier than the rest of the world.
